Mental Health legislation and policy are official statement by the government or health authority that provides the overall direction for mental health by defining a vision, value, principles, objectives and providing a broad model for action to achieve. It
component includes Advocacy, It vision towards promotion, preventions, treatment, rehabilitation.. Covid19 pandemic like other situations of crisis (natural or Man- made disaster) is a time of significant stress, notably associated with the uncertainty regarding possible duration and discovery of a cure. Thus the stress cuts across all categories, with the lockdown and movement restriction In many places depression harmful alcohol and drug use or suicide maybe on the increase. Thus mental health care delivery may be bolstered by increased funding and and large empowered workforce.
The united nation policy brief and the need for mental health by UN secretary general highlighted the most affected by Covid19 are the front liners health care workers, older people , adolescent, and young people. A key part of the UN appeal is for mental health care to be incorporated into all covenants stating that such a move could help fasten proper health care delivery and diminish mental health crisis. With the outbreak of novel corona virus disease caused by severe acute respiratory syndrome which prompted a heightened public mental health crisis that led to uncertain incubation period that fostered fear, also unprecedented quarantine measures ,confining residents to their home which are likely to
have negative psychological effect, not forgetting an abundance of misinformation which poses a major risk to public health .On the basis of the effect of corona virus on residents , the national health commission of china released a notification on January 26 2020,providing a guiding principles of the emergency psychological crisis intervention to
reduce the psychological effect of the covid19 outbreak. This notification specified that psychological crisis intervention should be part of public health response to the covid19 outbreak, organized by joint prevention and control mechanism at the city, municipal and provincial level and the intervention should be differentiated by groups. The intervention workforce comprises psychological outreach team led by psychiatrist and mental health professionals and psychological support hotlines team. An attachment to this notification outlined the key intervention target for groups, confirmed patient for covid19 who refuses to seek care and susceptible person in general .The release of such policy guidance
acknowledges china recognition of public health.
In conclusion, the 2006 WHO aim report on mental health system in Nigeria made some telling revelations. I t reports that the existing mental health policy document in Nigeria was formulated in 1991, since it formulation no revision has taken place nor any formal assessment and only four percent of government expenditure on health is earmarked for mental health. Thus the mental health policy which comprises of health sector through primary care, good guidelines and partnership will go a long way in reducing mortality and surviving the pandemic.
