SURVIVING COVID-19 PANDEMIC THROUGH MENTAL HEALTHLEGISLATION AND POLICY (Faith Ososagie)

Mental Health Legislation is required to ensure a regulatory framework for mental
health services and other providers of treatment and core and to ensure that the
public and people with mental illness are afforded protection from the often
devastating consequences of mental illness. The presence of mental health
legislation helps people with a mental disorder to get the best possible care and treatment appropriate to their needs, in the least intrusive manner consistent with
the effective delivery of that care and treatment. The presence of mental health legislation plays a crucial role in community integration of persons with mental
disorder, integration of mental health at primary health care, the provision of care of high quality and the improvement of access to care at community level. One ofthe main components and aims of mental health legislation is informing andenforcing that all people with mental disorder should be provided with treatment.

A mental health policy is an official statement by a government or health defining a vision, values, principles and objective and by establishing a broad model for
action to achieve that vision. It is important because it coordinates, through a common vision all programmes and services related to mental health. Mental Health Legislation is the main piece that covers the assessment, treatment and
rights of people with mental health disorder.

Mental Health Legislation and Policy plays a vital role in solving the current Covid-19 pandemic. Most citizens has been subjected to various level of mental
breakdown both emotional and financial breakdown in a county like Nigeria where the mental health of citizens are not placed into priority, Mental Health Legislation
and Policy is essentially needed. With Mental Health Legislation and Policy in
play, the high rate of mental illness among various individual will be reduced as plans will be put in place to ensure that the mental health of citizens are put into
priority. A private bill on Mental Health Legislation and Policy should be sent to the National Assembly for deliberation and adoption and passed into law. Below are
some of the proposals for consideration.

Firstly, free treatment for all suffering mental health disabilities. A visit to
our psychiatric hospitals will reveal untold hardship experienced by patients due to high cost of medication. Because of this, many patients resort to traditionalmedication.
Secondly, public enlightenment on the availability of free medical services for mental patients.
Thirdly, government should continue to provide economic palliatives to the vulnerable of Covid-19 pandemic

In conclusion Mental Health Legislation and Policy has a vital role in our surviving the current pandemic and laws should be put in place to enable citizens get access to various health benefits as mental health should not be neglected. If these issues are properly addressed by both government and non-governmental organization (NGOs) there is no doubt that the incidence of mental health disorders in our society will be minimized
